SENATE Majority Leader Juan Miguel “Migz” Zubiri on Thursday admitted that everyone in Congress has institutional insertions in the national budget, saying that “those things” are not wrong.
Zubiri’s admission came at the “Kapihan sa Senado,” a weekly media forum, where he said that these budget “insertions” were made every year when senators and members of the House of Representatives tackle the final form of the proposed national expenditures.
