SOMEONE has said that the purpose of lowering the age of criminal responsibility from 15 to 13 — or if some of my social media friends would have it — even as early as seven, is intended simply to enable government to have an earlier right to take the children to undergo rehabilitation and correction beyond the required parental consent. It is even implied that children in conflict with the law who are convicted but later reformed can move for their records of conviction to be expunged.
