THE Supreme Court on Wedneday deferred the issuance of a restraining order on the implementation of the government's $62-million loan agreement with China for an irrigation project in the Cordillera region, well-placed sources at The Manila Times said.
The High Court instead ordered Malacañang to respond to a 67-page petition for certiorari and prohibition by the Makabayan bloc, which said that the Chico River project was unconstitutional.
