Right up to the time President Rodrigo Duterte signed the Philippine Identification System (PhilSys) Act into law on Monday, there remained nagging questions about the measure, particularly on the aspect of safety of the cardholders’ information.
The Senate ratified the measure in late May, a week after the bicameral conference committee reconciled provisions of the bill that divided the chamber and the House of Representatives.
