WHAT do Republic Acts 8792 (e-Commerce Law of 2000), 10173 (Data Privacy Act of 2012), and 11032 (Ease of Doing Business Act of 2018 or EoDB) have in common? All of these three laws have Implementing Rules and Regulations (IRR) unlike RA 8436 (AES Law of 1997, as amended by RA 9369 in 2007) that has a pending IRR for the past 22 years. Never mind Comelec at this time as it seemed to be negligent and not interested in promulgating the IRR of RA 9369 in spite its having "brilliant" lawyers within their ranks! Anyhow, it will have to do a lot of explaining before the new Joint Congressional Oversight Committee on AES of the 18th Congress.
