Negros Oriental Gov. Roel Degamo criticized the failure of the Department of Public Works and Highways (DPWH) to implement a P1-billion project to build classrooms in the province that would have significantly reduced the discomfort of students.
This was raised during the recent Regional Development Council (RDC) 7 meeting when the governor learned that the Department of Education (DepEd) has P179 billion unspent budget for the construction of school buildings in the country in the last three years.
