The Bangko Sentral ng Pilipinas (BSP) is now allowed to issue debt papers under its newly amended charter.
Republic Act 11211, which amended RA 7653 or the New Central Bank Act of 1993, restored the authority of the BSP to issue negotiable certificates of indebtedness even during normal times.
