THE man who identified himself to be "Bikoy," the hooded figure who linked members and allies of President Rodrigo Duterte to illegal drug activities, is a con man who made up and sold bogus information, the Philippine National Police (PNP) said on Wednesday.
PNP Chief Oscar Albayalde said in an ambush interview that Peter Joemel Advincula had a history of selling from P50,000 to P70,000 worth of fake information to various government agencies for a living.
