The document, titled 'Mid-Election Campaign Sprint Action Plan,' was signed by House Majority Leader Manuel Jose Dalipe, who is also the executive vice president of the Lakas-Christian Mustlim Democrats (Lakas-CMD) and highlights the key objectives of 'Oplan Horus.'
