THE Commission on Human Rights (CHR) condemned the killing of a poll candidate and an incumbent barangay captain during a campaign rally in Barangay Nagtupacan, Lagangilang, Abra, on April 7.
Reports said the altercation began as a brawl and escalated into a gunfight, claiming the lives of a candidate for Sangguniang Bayan and an incumbent barangay captain, both of whom were declared dead on arrival at separate hospitals.
