DECADES ago, Camp John Hay was a retreat and recreational haven for American servicemen stationed in the Philippines. In 1991, the US formally transferred control of the facility to the Philippine government. The following year, Republic Act No. 7227 or the Bases Conversion and Development Act of 1992, was enacted, officially assigning the stewardship of Camp John Hay and other former US military facilities and Metro Manila camps to the BCDA.
This landmark legislation empowered the BCDA to oversee the responsible and sustainable conversion of these former military bases and their extensions, ensuring they are repurposed for the benefit of the Filipino people. As part of this mission, the BCDA was mandated to establish and manage subsidiary corporations.
