CEBU CITY — Mayor Raymond Alvin Garcia notched another legal win after the Office of the Ombudsman dismissed yet another administrative complaint filed against him, the sixth so far, this time over the appointment of City Legal Officer Santiago Ortiz Jr. during his stint as acting mayor.
In a letter dated March 7, 2025, the Ombudsman declared the complaint filed by Mark Lester Ceballos, Kristian Hassamal, and Vicente Esmeña due to lack of merit.
