MANILA, Philippines — One person was found dead after an explosion at an excavation site of a government flood control project in Pasay City, police said on Thursday.

Police said they, along with village watchmen, were on foot patrol when the blast occurred along Andrews Avenue, prompting an investigation and verification with the Department of Public Works and Highways (DPWH).
