THE government's budget balance returned to a deficit in February as spending outpaced revenues, the Bureau of the Treasury reported on Wednesday.
The P171.4-billion shortfall — from revenues of P251.8 billion and expenditures of P423.2 billion — was a reversal from January's P68.4-billion surplus and also higher than the P164.7-billion deficit seen a year earlier.
