CEBU CITY — Gov. Gwendolyn Garcia has justified her plan to transfer the Cebu Provincial Capitol from its present location in Cebu City to Balamban town in western Cebu in a bid to decentralize economic development and correct misconceptions about the province's jurisdiction.

During The Freeman's "Know Your Candidate" show on Thursday, March 20, Garcia explained that the Capitol's location within Cebu City often leads foreign investors and dignitaries to mistakenly associate the province with the city.
