MAKATI Mayor Abby Binay said Sunday that the education sector should concentrate more on fostering students' foundational literacy and numeracy skills in their early years.
In an interview, Binay said that foundational literacy is needed in order to prepare children for more advanced skills and expertise as they progress through the educational system, a key step in raising the standard of education in the country.
