THERE are three words found on page 1 of the Philippine Constitution. It is part and parcel of the Preamble. The same words are found in the 1935, 1973 and 1987 Constitutions, giving preeminence to the people, for the foundational basis of democracy is "for the people, by the people and of the people." The power of any nation resides with the people, and elected leaders are mere representatives of such power. "We, the people" — three words that are the heart of our democracy.
