(UPDATE) SOLICITOR General Menardo Guevarra on Tuesday defended the legality and necessity of the P60-billion fund transfer from the Philippine Health Insurance Corp. (PhilHealth) to the Bureau of the Treasury, arguing before the Supreme Court that it was a temporary and lawful measure to address fiscal needs without imposing new taxes or increasing national debt.
In his opening statement during the oral arguments, Guevarra rejected allegations of technical malversation, asserting that the transfer was within legal bounds and aligned with the government's authority to reallocate underutilized funds to support priority programs under the 2024 General Appropriations Act (GAA).
