(UPDATE) ALBAY 1st District Rep. Edcel Lagman died Thursday afternoon, Tabaco Mayor Krisel Lagman said in a statement. He was 82.
"It is with profound sadness that we announce the passing of our beloved father, Albay First District representative and Liberal Party president Edcel C. Lagman," she said.
