"LIVELY" and "grand" were the words used to describe the Jan. 19 celebration of the Sinulog Festival in Cebu City, certainly a fever dream of a festival.

Cebu City Mayor Raymond Alvin Garcia was all agog over the Sinulog this year, which he called "the most different" from the earlier years. But this rose-tinted view was clouded by the breakdown in crowd control (think of 4 million people on the streets). The parade route was also choked with massive crowds, such that three contingents backed out from the street dancing contest.
