MANILA, Philippines — Albay 1st District Rep. Edcel Lagman died Thursday afternoon, Tabaco Mayor Krisel Lagman said in a statement.
"It is with profound sadness that we announce the passing of our beloved father, Albay First District Representative and Liberal Party President Edcel C. Lagman," she said.
