THE Department of Information and Communications Technology (DICT) said Monday that they are neutral on a party-list group's proposal to grant a 20 percent discount to students loading up for texts, calls, and especially data.
"It is a good study, but there are certain things to be considered," DICT Secretary Ivan John Uy told The Manila Times.
