THERE has been significant progress in the rice sector following the enactment of the Rice Tariffication Law (RTL) in 2019, according to the Department of Agriculture's (DA) Philippine Rice Research Institute (PhilRice).
For instance, the agency said, initiatives like the Rice Competitiveness Enhancement Fund (RCEF) and the National Rice Program (NRP) empowered farmers to shift to modern planting technologies.
