APART from dole-outs, there are other, more sustainable and enabling ways of helping the poor. One of them is raising farm productivity. Focusing on this target is strategic because the majority of the population who are poor — defined here as hard-pressed or even unable to meet their basic needs like food and shelter — depend on farming for livelihood.
For one, local government units (LGUs) can invest in what I will call a "communist" garden. For another, the national government can apply integrated area development approaches to hasten social leveling by channeling more resources to the poorest localities in the country and creating conditions for the robust growth of rural economies, like investing in support services that will help LGUs sustain the viability of enterprises similar to a "communist" garden.
