THE Bureau of Corrections (BuCor) said it would still grapple with the problem of overcrowded prisons because only P1.16 billion of the approved P9.2 billion budget for 2025 was allocated for the construction of new jail facilities.

It added that the modest allocation for the construction of additional jails resulted from the bureau's effort to divide funds between immediate operational demands and long-term modernization goals.
