THERE are many people who still find a constitutional loophole in the 2025 national budget as signed by President Ferdinand Marcos Jr. They still contend that the budget for education is actually still not given priority, considering that the 1987 Constitution includes a specific provision mandating the prioritization of education in terms of budget allocation.

This is contained in Article XIV, Section 5(5), which states, "The State shall assign the highest budgetary priority to education and ensure that teaching will attract and retain its rightful share of the best available talents through adequate remuneration and other means of job satisfaction and fulfillment."
