WE all thought that the Cold War was a thing of the past, that the winter that had kept sections of the globe frostily apart had yielded to a welcome thawing. Regrettably, we face global chilling.
It is almost three years now since Russian President Vladimir Putin ordered his troops into Ukraine, violating a peremptory norm of international law that forbids acts of aggression against the sovereignty of other states. Ukraine has bravely faced the incursion, though clearly outnumbered and outgunned by Russia. Ukraine had sought something every sovereign state has the right to seek: alliances. They were not to Putin's liking, and so he invaded Ukraine. The annexation of Crimea was already illegal, to which he added the abhorrent transgression of the territorial integrity of another state.
