THE Office of Civil Defense (OCD) has urged the public not to underestimate the impacts of the shear line and the intertropical convergence zone (ITCZ), as both weather systems continue to bring significant rain in the country.
The shear line is an imaginary boundary where cold and warm air converge, leading to the formation of rain clouds.
