THERE is a certain point of view held by some historians and political scholars that the United States intervention in Afghanistan under then-president Jimmy Carter was directly responsible for much of Islamist radicalism and terrorism that has troubled the world for the better part of the last three decades. In other words, if there had been no US meddling in Afghanistan, then there would have been no Sept. 11, or the large-scale terror attacks in London, Madrid, Mumbai or, for that matter, the tragedy that happened on New Year's Eve in New Orleans.
