CEBU CITY — The Commission on Elections (Comelec) Mandaue office acts only as a messenger for directives from the central office, asserting that all petitions and decisions are handled in Manila.
Lawyer Annafleur Gujilde, election officer of Comelec Mandaue, stressed that the local office merely serves these decisions issued by the Manila office to the concerned parties.
