How not to do a BRT

WITH any project that it is financing, the World Bank periodically, usually on a quarterly basis, conducts an assessment of the project's progress. The results of this assessment are presented in what is called an Implementation Status Report (ISR), which is eventually publicly disclosed. The most recently disclosed version of the ISR for the troubled Cebu BRT project is dated June 28, 2024, and provides a number of clues as to why the project has gone sideways and is now very likely to be canceled altogether.
