MANILA, Philippines — Partly cloudy to overcast skies with isolated light rains will be experienced all throughout the day over Metro Manila and the rest of Luzon due to the northeast monsoon or "amihan," the state weather bureau said on Thursday.

In its 5 a.m. advisory, the Philippine Atmospheric Geophysical and Astronomical Services Administration (Pagasa) said the low pressure area (LPA), formerly Tropical Depression "Querubin" was estimated at 245 kilometers (kms) east of Surigao City, Surigao del Norte.
