A news report stated that more than 400 of the 677 individuals who received sums from the confidential funds of the Office of the Vice President and the Department of Education (DepEd) which Sara Duterte heads (or headed, in the case of DepEd, before her resignation), based on acknowledgment receipts submitted to the Commission on Audit (COA) for liquidation, seem to have no record of birth based on Philippine Statistics Authority data, according to Manila 3rd District Rep. Joel Chua.
