CEBU CITY — The Commission on Human Rights – Central Visayas (CHR-7) has begun its investigation on possible human rights violations tied to the Nov. 8 arrest and detention of former Cebu City administrator Collin Rosell.
Acting on orders from its central office, CHR-7 has set its focus on Cebu City Police Office (CCPO) director Col. Antonietto Cañete, Waterfront Police Station chief Maj. John Lynberth Castigador Yango, and others involved in the incident.
