IT was in June 2019 that the Philippine Center for Postharvest Development and Mechanization (PHilMech) kicked off the Rice Competitiveness Enhancement Fund (RCEF)-Mechanization Program, aiming to provide various farm machines and equipment to qualified farmers' cooperatives and associations (FCAs) and local government units (LGUs).

While the program aimed to distribute around 30,108 units of production machineries and postharvest technologies from June 2019 to December 2024, the intention was also to set into motion the mechanization trend in the countryside, with the farmers themselves more than willing to adopt mechanization and eventually be capable of acquiring the farm equipment themselves in the future.
