IN the Philippines, when the survey favors one's preference, the survey is deemed accurate, but when it is the other way around, it is discredited, especially in the run-up to the elections.

But despite their public ambivalence to surveys, these political actors still commission them because it is still a scientific gauge to sense the people's perception of things so that one can make better decisions or better messaging.
