SAN FERNANDO CITY, La Union — Residents of this capital city have asked concerned government officials to stop the construction of a baywalk and seawall spanning four coastal villages here, saying the project will "endanger the environment, health and livelihood of the residents" in the area.

In a letter to Gov. Raphaelle Veronica Ortega-David on Monday, Koalisyon Isalbar Ti Pintas Ti La Union Inc. (Kiplu) President Crisanto Palabay said that the project has already started in the coastal villages of Ilocanos Sur, Ilocanos Norte, Pagdaraoan and Carlatan.
