THE offenses for which an impeachable official may be convicted by the Senate are "culpable violation of the Constitution, treason, bribery, graft and corruption, other high crimes, or betrayal of public trust." Nowhere are these crimes defined, although definitions of "treason," "bribery," and "graft and corruption" will be found in the Revised Penal Code and in the special laws defining the law on graft and corrupt practices.

But what is "culpable violation of the Constitution" or "betrayal of public trust"? And what is comprehended by that broad class of "other high crimes"?
