MANILA, Philippines — Former president Rodrigo Duterte called on the military and police to "protect the Constitution" amid a "fractured" government.

In a press conference in Davao City late Monday, the former leader, whose daughter, Vice President Sara Duterte, is facing investigation by the House of Representatives over her use of intelligence funds, told reporters only the military could correct the governance in the country.
