FORMER Cebu City administrator Collin Rosell has filed multiple complaints at the Office of the Ombudsman-Visayas, accusing Cebu City Mayor Raymond Alvin Garcia and several officials of illegally detaining him and committing other violations.
The complaints, filed on Wednesday, stemmed from Rosell's arrest earlier this month at the Cebu City Hall which he described as "unlawful and abusive."
