TAKE it or leave it, the Asia-Pacific Economic Cooperation (APEC) is an association of unequals. Its most prominent unifying element is the Pacific Ocean, which is why its members are called the Pacific Rim countries: Australia, Brunei Darussalam, Canada, Chile, People's Republic of China, Indonesia, Japan, Republic of Korea, Malaysia, Mexico, New Zealand, Papua New Guinea, Peru, the Philippines, Russia, Singapore, Thailand and the United States.

Monday last week, the Asian Century Philippines Strategic Studies Institute (ACPSSI) hosted a forum to discuss the relevance of the APEC Summit held in Lima, Peru, in mid-November. I was invited as one of the resource persons. It was an opportunity for me to ventilate an idea ingrained in me in my youthful observation of society.
