THIS column gives way to a proposed 'radical idea' for a possible reformed Bangsamoro governance system based on proportional representation by their community welfare clans and service-oriented sectors. But that begins with the abolition of the LGU system — from governors, mayors down to barangay captains — and the 80-seat regional representation in the Bangsamoro Parliament.
