INTERIOR Secretary Jonvic Remulla on Thursday pledged to introduce reforms in the Philippine National Police (PNP) promotion system to ensure that advancement is based on merit, necessity, and function rather than tenure.
Under Civil Service Commission (CSC) rules, police personnel are eligible for promotion every three years. In contrast, military officers have to wait for five years before they could be promoted.
