MADRID — Spain's left-wing government announced on Tuesday an immigration law reform regularizing tens of thousands more migrants a year, in a fresh contrast to harsher policies elsewhere in Europe.
Socialist Prime Minister Pedro Sanchez says Spain needs migration to fill workforce gaps and counteract an aging population that could imperil pensions and the welfare state.
