MANILA, Philippines— The Philippine Atmospheric, Geophysical and Astronomical Services Administration (Pagasa) declared on Tuesday the start of the northeast monsoon season or commonly known as amihan.
Nathaniel Servando, Pagasa administrator, said that the high pressure area over Siberia has strengthened, leading to a strong surge of northeasterly winds.
