AFTER gratuitously admitting "against interest" that he and he alone was fully responsible for the bloody war on drugs during his term, former president Rodrigo Duterte now says he wants to be investigated by the International Criminal Court (ICC) at The Hague.

These statements came as a total surprise, just as Duterte's decision to appear before the committee inquiries "in aid of legislation" was. By making his appearance, he has created a precedent, and in the future no former president would be able to excuse himself from being "investigated" by Congress.
