CEBU CITY — Lapu-Lapu City Mayor Junard "Ahong" Chan has filed five counts of cyber libel on Oct. 30 against a local vlogger and tattoo artist who has been allegedly openly critical of his administration.
Chan identified the vlogger as Humprey Elvira during a press conference on Monday, wherein he also announced plans to increase the charges to 20 counts of cyber libel.
