MANILA, Philippines — Signal No. 4 has been raised over areas in Cagayan and Apayao in Northern Luzon due to Typhoon "Marce," the Philippine Atmospheric Geophysical and Astronomical Services Administration (Pagasa) said on Thursday.

The state-run weather agency said in its 5 a.m. bulletin that the affected areas include the northern portion of mainland Cagayan (Gonzaga, Santa Ana, Santa Teresita, Lal-Lo, Buguey, Aparri, Camalaniugan, Gattaran, Ballesteros, Allacapan, Abulug, Pamplona and Sanchez-Mira) including Babuyan Islands and the northeastern portion of Apayao (Santa Marcela).
