MANILA, Philippines — Typhoon "Marce" is almost stationary over the waters east of northern Cagayan while packing maximum sustained winds of 150 kilometers per hour (kph) and gustiness of up to 185kph, the state-run weather agency said on Wednesday.

In its 5 p.m. bulletin, the Philippine Atmospheric Geophysical and Astronomical Services Administration (Pagasa) said the center of Marce's eye was at 295 kilometers east of Aparri, Cagayan.
