IT is no longer sound to take at face value Deng Xiaoping's picturesque formulation of the system to govern Hong Kong after Britain's handover of the Crown Colony to China in 1997. Too much has happened, and too many hopes have been dashed for the dream of democracy to flourish with the communist takeover.
